If the paint is coming off in sheets and is easy to get off then continue to scrape it off. Otherwise you will see where you have taken it off and where you havent. When your done there might be some places where it has really adhered to the wall. Lightly sand these places as to feather the edges. There is a primer called Gripper available at any Home depot that is designed to prime multiple surfaces from Drywall, Plaster, Masonry, Cabinets, Tile, and even over oil based paint. Get a gallon of that for your room and prime everything. Then topcoat it with whatever color and finish that you like.
