How come you are asking us instead of the county building authority who should have issued a permit? Just because you are on top of some mountain doesn't mean your plans are not subject to some review. I would be very surprised.

Given the nature of your questions you should get some assistance from your concrete sub. Most foundations consist of a footer with rebar and stemwall to above grade. It is easiest to pour the footer and stemwall into a form at the same time. You can build on a footer with block, but reinforced concrete stemwalls are fairly standard here. By using forms of course the stemwall is not at wide (18") as the footer, otherwise the mateial use and mass would be ridiculous.

You should have a foundation DESIGN plan not a great idea. This design is used to pull permits, make material estimates, lay out the project and instruct subcontractors and material suppliers. Please do step one before moving to step 9 before you start.
