water drainage

After living on a dead end for 11 years the city put a street through and built homes next to us and on up the hill. In the process they removed all the natural drains and curbed in front of our house so water no longer can drain there. We were in the process of putting a culvert under our drive (one was never put in when the house was built and after purchasing the house we knew we had to add one)but because of the way they paved and did not put a culvert under the street we could not finish the project. Now we have lots of flooding and run off every time it rains. Water now comes up under the apron in front of the garage doors and it stays wet for days after a rain. The city refuses to accept any responsiblity and will do nothing and we cannot afford to atake them to court. Any suggestions to help relive all this water. The garage is a semi basement - the lot slopes down toward the garage from the area where the street was put through and homes were built.
