Maybe your well digger is out in left field. The pump capacity is not dictated by the motor horse power. However a low hp motor certainly might lead to an "over load scenario" if too low. Maybe Harbor Freight thought they were dealing with a kid fooling around. actually, it would be my opinion that if you properly picked the correct pump, then a 1 HP motor would be a big plus over a 1/3 or 1/4 HP motor. You might look at any pump curve for any pump and see the overload/no overload operating characteristics.
