I don't know what size of stone you used, but I was out at St. George Island ( of the coast of alaska)while they where putting in a gravel road and they started with boulders the size of a car engine. They dug down a number of feet, started with the boulders and worked their way to fine gravel. It was a very expensive road, but the only way to go in areas of swamp.marshy ground.
