concern water damage has caused lighting outage.

Please help.
I am a downstairs tenant(owner)in a two family flat home. within six months, the upper flats' kitchen and bathroom sinks, tubs and shower have overflowed in my lower unit bathroom and kitchen. I am concern about black mold building in the walls and also the lighting outage overhead in the back of the flat, which include four rooms i.e. kitchen, bathroom, two bedrooms.I tried resetting the circuit breakers, it did not restore
the lighting. I have lamps connecting from other rooms into the rooms without overhead lighting.
Please give the options I should pursue.
