Raise the ground or drop the fence

First, I can't envision what your fence looks like, and it would be helpful to have a better description. With the fence installed it would be very detrimental to undermine the post footings to lower the fence. Maintaing a level straight line on the fence would be almost impossible.

There are a couple ways you could raise the ground or extend the bottom of the fence. Solid redwood or cedar boards could be strapped onto the posts using long U-bolts. 2- 2x6 boards could be attached to completely fill the void. Be sure to stagger the joints so the boards do not end at the same post (i.e. if posts are 8-ft apart use 16' boards and cut the first one in half to start one row). If your fence is made of aluminum rails, you could use additional rails of the same material.

You could build a small retaining wall under the fence with precast block or stone. This could be incorporated into a raised bed or not.

The ideal solution would be to simply build an addition on the fence that extends down a row or two. I'm sure there will be other ideas.
