Thank you for the ideas!

The fence is a decorative aluminum. It looks like rod iron fencing but is made from aluminum. We choose the style that does not have pickets through the bottom, but rather, a straight rail. The problem area is across the entire back of the yard, 100 feet. The fence is level to the grade. So if you look at our fence line, it's not level across the top, the bottom is level with the ground (grade).

Our yard is designed that in the back left corner is a drain for the 3 surronding houses to drain into. When we installed the fence, the sloping was fine and they could drain, but now that they have regraded their property, if we raise the back up with dirt, we will sit higher then them.

We have thought about raising the ground with dirt, but the problem is that we have to fill in about 1-1/2 feet with dirt. Normally this would not be a problem, but we are unclear how setting the back of the yard higher will affect the drainage for us and for them.

If we do choose decorative block to solve the problem, do you know if this will this affect the drainage of us and the neighbors?
