I would spray Ortho GroundClear (Triox) on the driveway vegetation. This is a weed killer that has up to a year of residual. Just don't get it on flowerbeds or lawns. Weeds will die back in a few days and won't come back. Just rake it off and apply your new layer of gravel or road base. GroundClear has the same active ingredient as Roundup (glyphosate) and achieves persistence with Imazapyr (read about it at http://tncweeds.ucdavis.edu/products/handbook/imazpyr.pdf )
Scraping or rolling should not be necessary unless you need to grade or compact. If your driveway is not extremely long you might consider asphalt paving or chip seal. No dust, no dirt, no weeds.
For most drives, I like to use road base. This is a mixture of fines and gravel that will quickly compact and form a hard surface. It can be a little on the dusty side in a dry climate, but it will not slide around or sink out of sight. Weeds won't grow in it. Road base is an excellent substrate for an eventual paved drive, or just as a gravel drive. Plain washed gravel will roll, especially if you have a hill, or people accelerate on the drive.
