standard concrete doesn't work well at thicknesses less than about an inch and a half. However there is a wide array of products out there for leveling, filling, patching, or capping concrete; which one to use depends on the thickness you want and the final appearance. There is also a variety of bonding agents and additives. go to a building supply place or lumberyard and they'll sort it out for you.
