If the crack is small (less than a 1/4" wide) you can fill it with hydraulic cement or an injected epoxy to waterproof it, then recoat with Thoroseal as a pargeting material.

Acidic water can be the cause of the deterioration of the foundation near the hose. Repair the faucet/hose connection.

Pressure washing can get rid of mildew and mold.

So can a simple solution of 1 part water to 1 part chlorine bleach.
