Since it has been more than 20 years beyond where lead paint was sold, I would think that it was pretty unlikely that chairs with significant amounts of tubular frames would last that long. If they did, they would have had to have been stored inside for a big part of the time or had a lot of prior repaintings. The prior paint jobs probably removed a lot of paint also.
If you have "cast iron" or solid metal chairs, the odds of them lasting longer are greater. Many of these are actually cast aluminum and will last quite a while.
One other thing to consider is that it's lead containing dust that does damage and it has to be imjested to be a problem. Children and developing brains and nervous systems are affected much more than the same portions of larger and older humans. I certainly would not tell you that it was safe under all conditions to do anything and everything with surfaces painted with lead containing paint, but you might want to check some facts and look at the Environmental Protection Agencies site at www.epa.gov if you have further concerns. Perhaps hubby might be suggesting that wifey grab the sandpaper?? Without knowing more, and unless you are pregnant or the chairs are "cast or wrought iron", I personally think that you should not have a problem with lead paint.
