How to build a room under the deck?

I am planing to turn an empty space under my deck into the storage room/workshop. The deck is on the level of the 2nd floor and based on three 4X4s on one end and atteched to the house exterior outside. I am not sure what is the best way to make the foundation and the floor. Should it be regular foundation or something like a deck foundation? I also have to consider the posibility fo earthquike here, on the West coast.
I would realy appreciate any ideas.
