REMOVING VINYL FLOORING/LINOLEUM

Is there is difference between vinyl flooring and linoleum. I know vinyl flooring before about 1982 may contain asbestos? I've also been told that this type of flooring may not need to be removed before laying new linoleum; that there is a thin substance you can put down over it to smooth it out and lay the new material on. If that is correct, does it hold up as well as removing the old material first? My other concern is whether I should be concerned about checking for flooring damage under the old cover from minor toilet leaks? Thank you for the assistance.
