Painting an air compressor tank

I've been slowly making my way through (nearly) every post on this forum through the years. The generosity and effort of the regulars (Steve, Jay, Henry, etc.) especially, is unbelievable. I find your insight very helpful, and appreciate all of the tips you've given me...even though I've never posted a single message before.

So now for my first question...Although it's not a hard one, I like to do things right the first time:

I've got an older air compressor, a Campbell Hausfeld with a 20 gallon tank. It has some superficial rust and scratches on the tank. The compressor's old, but it still works great, and I'd like to give it a cheap facelift. Something fairly quick and inexpensive.

Can anyone advise me as to how to get the tank prepped for painting? It is oil-lubed, so I'll need a cleaner that cuts grease really well.

Is there a durable paint I can use that will bond to the old paint?

I know...I sound like I've got too much time on my hands!
