There are better qualified on this site than me to recommend a paint, but I will throw in my 2 cents, having had to deal with this on old car parts, etc. I first scrape the heavy residue off and then follow up with wiping it down with mineral spirits until it appears clean. (do this outside of course) I then take a solution of 1/2 cup of dishwasher detergent (Cascade) to a couple of gallons of the hottest water I can stand, and wash down the parts. Rinse and let dry completely. I then sand, prime, and finish paint.
HOWEVER, The real reason I posted is to warn you of the possibility of internal rust in the tank. If this is a very old compressor, there is a possibility that the tank could have rusted internally over the years to the point that it is no longer safe. The fact that this is an oil lubed compressor probably minimizes this possibility, but if there is a plug or access hole big enough to get a look inside, I would do so to check for any major rust.
Good Luck!
