Roofing Question

While cleaning gutters yesterday I notice that a few of the last row of shingles (asphalt)at edge of house in front of dormer needed to be replaced.
House has a steep roof with 20ft shed dormer one side. from dormer to edge is only one row of shingles.

What's odd is that when looking under these shingles you can see behind bricks. Seems wood roofing ends 1" to 1-1/2" before facia where gutters are attached. I first thought this was damage but in looking at good areas away from dormer that seems to be the design all the way around. Only shingles overhang this area (no felt)

Is this normal? Could this be a way to vent? Seems an easy entrance for water, though I don't see any
