Interior Concrete Slab Sealer

I have a question on a slab sealer known as Dec'O'Rez. The sealer appears to need a maximum of 4% moisture in the slab before being applies. Can you give me any insight into this method of seal concrete? Thanks you ~ also if you have a website from this manufacturer I would live that information as well. Ann
