It is not unusual to have a water table within 8-feet of the surface and a finished pool works just fine after it is constructed and filled. The problem is that ground water can actually float or crack the pool when it is empty. So you will need to keep it filled at all times. During construction you can probably extend the pit for the pool and use a sump pump to dewater as you set forms, drains and actually put in concrete and finish. Any of the pool contractors will have had to deal with this before and could provide suggestions.

I recall growing up, we had a pool in an area with clay soils and high ground water. That was a good 40 years ago, and as far as I know the pool is still there and doing fine. Pool construction is not an expertise with me though, perhaps a pro will chime in with a thought.
