Fixing the paint

I'd try to smooth the irregular surface with a light coat of spackeling compound. Available in small containers at Home Depot, Lowes, ACE etc.
It's a great filler for plugging nail holes too.
Then, after the compound drys, sand it smooth to the original paint level. Use a 220 to 280 grit sandpaper and paint as usual.
