Chet, it sounds like you either did not sand the original surface smooth or you sanded it then allowed water or high humidity to raise/swell the little nubs of wood grain that will always remain after sanding. The way to remove these before staining is to lightly and with fine paper, hand sand them off. When you put something like Polyshades over the raised grain, you set and stiffen the little nubs. Since these tend to stand straight up, even if you can't see them, you can still remove them with either 0000 steel wool or one of the non-woven sanding pads that they make now. You want to lightly go over the surface of the Polyshades then remove all the dust. You can then either apply another coat of the Polyshade, if you would like a deeper finish color, or a coat of Minwax Polyurethane.
