Plumbing- Clogged Bathtub Drain

The tub in my newly purchased 10 year old home is draining very slowly and the last bit of water around the drain never drains. After removing the metal cap I can see why. The threaded pipe stands up 3/4 inches above the tub floor. I have used a screwdriver to reach around it and have gotten debris, but it clogs up again quickly. I hate to ruin the acrylic tub by using drain cleaner. Any suggestions?

In addition, we have trouble with our low-level- water toilets clogging up and needing plunging frequently. Since they always need a double-flush to work, I feel this mandatory building code enforcement has accomplished nothing.
