Use an epoxy paint. Grease and oil wipes up with a damp mop or rag. Tires will not stick to the floor. Prepare the floor by sealing cracks and pouring acid to the floor. All of this is about a 2 day job. Local hardware store can outfit you with the all the necessary material.
