I recently bought a 1939 home w/ a cement basement floor. After a big rain, large moisture areas appeared. (Of course, the home inspection was done on a very dry day!) The floor has been previously painted. I've been told I can use a "moisture proof paint" but am afraid it won't adhere. Am I going to have to grind the whole floor? Help!
