crawl space moisture

I just bought a house with a crawl space that has damp soil, especially now with all the rain. It has a sump pump and part of the floor is covered with plastic. The insulation on the floor above has mildew on it. The height in the center is about 5 feet where the furnace is and tapers up to about 2 feet around the sides. The area is approximately 500 sq.ft. I plan to rip out the moldy insulation and lay down 6-mil plastic with some landscaping work around the house as well. I don't know if I should replace the insulation or not? Someone told me to heat it like a basement and don't bother with the insulation? Should I ventilate or put in a dehumidifier? We have humid summers, so dehumidifying seems like the best option to me even though it will cost money to do it. How large of a dehumidifier would I need to do a crawl space this big?
