wallpaper over wallpaper

I would like to omit the step of removing the existing wallpaper in my kitchen before applying my new expensive wallpaper. Do I need to prime the old wallpaper with Kilz first.

I was forced to strip my old wallpaper in my bathroom after the wallpaper bubbled once the new "wet" wallpaper was applied.
