kitchen formica counter tops

I own an 8 family apt. and the formica counter tops are a 25-30 year old yellow and they are all peeling up in the corners and on the front and need to be replaced. My manager came back with a figure of over $1,600 to have these replaced by Home Depot. This seems realy high. I am assuming they might be giving her a bid on replacing the entire counter top, wood and all. Is there not a way to just buy new formica and glue it down our selves ? Is this difficult and are specail tools needed?
