wallpaper removal ripped off top layers of drywall

How do i fix this? My wall looks like a brownn paper bag that a cat attacked with its claws.The wallpaper was glued to the drywall without any primer.It was also impossible to come off.After wetting and scraping it caused the top layers off drywall to come off.In some spots the chalk inside is peeking through .Do i need to redo the drywall?What a mess ,just to get rid of crappy wallpaper. HELP.
