do you not have access to your crawl space from outside the house. and why do you need to get under there ???? yes you would want to lay a moisture barrier down. and a good smooth deck for the carpet like a layer of half inch plywood. what is the current floor made of ....that you plan to cover with more decking material. ?? you might even ask the carpet folks what they recommend ...are you have it installed by them????
