Courtney, the original use of a chair rail was to protect the plaster walls from being dinged by the backs of the chairs. Historically, the "correct" height is the height of the back of your dining room chairs. Many chair backs of the period were quite high but most "modern" charis are not. With that info, I think that you can use a historically appropriate height.
