I can only offer this unput....My Brother-in-law lives in upper Idaho and paid $1200 for a used claw foot tub in EXCELLENT condition. It was also complete with fixtures. The area he lives in is an upscale neighborhood, and it could be that is what the market demands in his area.
I don't know about the cleaning, etc., but perhaps you should ask the current owner if you can clean it up a little prior to paying his price just to make sure it will clean up.
