Thanks to you and pb for letting me know the proper height to use. I drew a to-scale diagram of the wall to get perspective. I think the paper border will work (especially since the ceiling isn't 100% level and a crown molding would be difficult). I've seen the shaker rails you refer to (my mom calls the picture rail a plate rail - she has one in her house). However, for balance purposes, I think we will install a wider chair rail and the paper border, it looks well balanced on the schematic and the colors will work. Thank you for all your help. 42 inches it is!
