You have several projects here: 1) Walls for the basement; 2) Floor for the basement; 3) New septic. I would break this down and do them one at a time.
You will need a permit for the septic (more than likely) so the first step for that project is to find out what your local code says. Your local code may require you to use a plumber to do your septic.
I would think about the walls a bit longer. Could you paint the brick instead (cheaper and faster than new walls)?
Go to your local home building center and talk to the "guys" they are a great source of info and experience and can give you ideas and raise issues that you need to work through.
