regrouting a tile floor

the answer to your question is; Yes you can. The low grout line is from to much water being mixed into the grout on the initial installation. To regrout, you must take a grout saw and file down enough grout for the new grout to hold. (total 1/8' to 5/8") for the new grout to hold. ( please keep in mind any grout sealers must be removed before regrouting.)
