Wet insulation on new construction

I am having a house built in SW Georgia and my contractor installed the inside insulation before the roof was on (felt was on the roof though). The next day we had a major rain storm and some of the insulation at the bottom got wet. I asked the contractor to replace the insulation ,which hasnt happened yet and no drywall has been put up yet either. The roof was put on the next day after the rainstorm and the area has had about a week to dry out(the insulation is dry to the touch). My question is would it be acceptable to allow the drywall to be installed without having the insulation replaced since it is dry to the touch or might there be moisture still behind the insulation. My concern is that moisture still behind the insulation causing mold later on.
