when we bought our home and were repaintintin we were having a hard time covering exsisting paint in the kitchen. aterwards we realized it was oil base paint. now we are preparing to repaint over it. do i need to sand old layer off, or since it has a coat of paint on top of the oil base layer, is there a need to sand first? p.s. there is some chipping on top layer of paint
