Culprinol is good,but its only a UV protectant, CWF-UV is a sealer, varnisher, and uv protectant all in one.
What I would do is to get some deck bleaching product by the Flood Company and bleach the entire area NOT just the black area. This will maintain uniformity when staining comes time.
If the cedar is Red Cedar, there is another product you use besides the bleach. Only with Red Cedar will the bleaching agent turn the material dark black. On the side of the Flood Company Bleaching product it has a disclaimer only for Red Cedar.
When the surface is bleached and ready, then consider using a product from Sherwin William's called Woodscapes, its just for this application and comes in all colors.
Culprinol, CWF both have to be re applied every other year or so, depending on the severity of the summers and winters. Woodscapes is more of a permanent thing.
