Stagnant Water near pipe

I have water stagnating near a pipe on the outside of my house. I believe this is the pipe which is used for draining water from the house. The area near the pipe is always damp and there is accumulation of water around it. The grass around it is always wet which makes it real difficult to get that area mowed.

A plumber recently did repairs on sump pump and he also said that once the rains stop the area outside the house should be fine. The thing is that I dont see any progress at all in the area around the pipe and it is always wet. Appreciate any/all input.
