double-up circuit breaker replacement

Hello. I am selling my condo, and the buyer's home inspector said that my electrical panel contained several "double up" circuit breakers which do not meet code and need to be replaced with double posted breakers.
I think I understand this to mean that currently 2 wires go into the single-pole breaker, and the inspector is saying that I should replace it with a double pole so 1 wire can go into each pole.
I'm not sure if I have the room for the double-pole breakers. Also, aren't these 240 volts? Why is it not meeting code as is?
