Tank does not empty to bottom

I have a toilet approximtely 5 years old which came with new house when purchased. Inside of tank it said it is made in Columbia.
This tank has never performed properly as it does not drain all the way to the bottom of tank. It drains about 1/3 to 1/2. This tank is 1.6 per flush. The flush arm lever is made of plastic and has no adjustment holes. Normally chain is made of metal. This made of rubber which attaches to flapper.How do I get tank to drain all the way. Flapper closes too fast .Thank you M.Jio
