2 insulation questions

1. what's the ball park cost of having insulation blown into three drywall covered walls of an attached garage that is about 20X23?
2. the "attic" of this garage is trussed with 2X4 and we'll store light items down the middle. That means the middle can only accomodate 3 1/2" of insulation. Would it be effective, or wasteful, to go to a higher R-Value on the portions of the attic that are not the middle?
