In response to your question.From what you have said I beleive the home inspector is saying that you have two single pole breakers running a 240v load. In order to meet code if breaker is running a 240v load such as an electric dryer,range,well,AC unit ect. breaker has to have a common tie between the two breakers known as a double pole.


I hope this helps, If you have doubt in what your seeing inside panel call locol elec. company suppling wrong voltage to equipment can cause injury or fire
