question on problem with wallpaper and painting

hi
just wanted to ask your opionon.I am having someone paint for me after i get all the glue off from the wallpaper.Two painters gave me two complete diffrent opionons/estimates

#1 painter said,get the glue off,he will prime and two coats.He said flat for the ceiling and semi gloss for the walls.

#2 said in the dining room one wall had another layer of wallpaper under the paint.He said leave it its not noticiable except for some of the seams but that doesnt bother me.He said he must sand those walls first then prime and paint.he said use flat for the ceiling,flat for the walls and semigloss for the trim since there are alot of imprefections.

#1 didnt say anything about sanding..is that nessasary?also #1 was $800 cheaper.they both were highly recommended by friends.

also im using a sprayer for removing the glue on the walls how do i deal with the outlets??
