Moving a Toilet?

I am considering purchasing an apartment with a small bathroom. I would like to take away the wall the toilet is up against and move it out two feet, and move the toilet with it. Can this be done for a reasonable cost, or would it be too difficult and/or too expensive to consider? What is involved with attempting this? Please note that the entire bathroom is situated a step higher than the rest of the apartment, leading me to believe that the all the piping for the bathroom has been run between the joists of this extra level. Any advise is helpful.
