With my deck installation I counter-sunk all the deck screws below the deck surface from 1/8 to 1/4 of an inch. This allows me to rent a floor sander used on interior wood floor's (not a drum sander, but hardwood floor one which has a 2foot by 1.5foot rectangle on it) to periodically sand the deck (down to new) and re-apply stains. If your deck boards were installed from the underside (screw-less)or on top with counter-sunk screw's you can do this. If the screws are flush with the deck-board surface I think your out of luck. Maybe bleaching you deck out with deck cleaner (it's bleach anyway) with a power washer may give you some luck.
