Sealing bathroom walls?

I'm back... I posted before about a chair rail in the Dining room... so far that is going well, but it is on hold until we can repair the chimney running up the wall in the room.

Anyways, we've moved on to new projects... it appears the previous homeowner smoked heavily in the bathroom. There is also a leak in the roof that will be repaired this week, so that may be the problem. There are dark streaks on the walls, they actually look like syrup (color and drips) on all the walls, even away from the corner with the small leak. Once the roof is fixed we would like to finish the bathroom, but I don't want the stains to bleed through the new paint on the walls, however considering the walls will be wet with condensation regularly I'm not sure how to clean and seal them properly. Any advice would be appreciated.
