prepping a bathroom floor for new flooring

After removing 2 layers of vinyl tile, our 1929 bathroom floor appears to originally be penny tile, covered by some type of a leveling product (cracked in several places). To lay a new tile floor what preparation is necessary ? Thanks in advance.
