You can lay ceramic tile over ceramic tile if thesurface is preped properly.. if the levelor it self is cracking then I would just start over with all new subflooring. ( and that means that you have to take up the penny tile too.)You will also need new underlayment, I would suggest Hardibacker, then your new tile.
