outlet wiring for a window air conditioner

My son was given a window air conditioner approx 21K BTU's. It states 230 volts on it. I have run a new line but the outlet that matches the plug has two brass connections and one for the ground. My thinking was that it is a 220 line yet I am a little confused about the wiring. Someone told me I only needed a 20 amp breaker but non of this is consistent with the 220 lines I ran before for stoves, dryers etc.

Any suggestions?
