Since this is your problem, but not your fault, why not make the "engineer" pull all the decking off and cap all the joists with coil stock and reinstall the decking. This along with proper flashing where the deck meets the house seems to me to be the way to cure your problem. His suggestions of caulking and plywood and membrane roofing and whatever else are just covering up the symptoms and not addressing the actual cause. Was this post helpful? Yes: or No:
